1. Open Command Prompt

telnet X.X.X.X PP
X.X.X.X = your IP Address
you can check your IP Address

PP = Network Port
80 = HTTP (to access Website)
21 = FTP (to access File Transfer)
25 = SMTP (to access E-Mail)
Etc.
3. If no problem, the result may be blank or show something
4. If port is unavailable or not open, the resut show as
Connecting To X.X.X.X ... Could not open connection to the host, on port PP: connect failed
